The purpose of this position is to serve as Senior-level Headquarters Air Force Community Planner by providing Air Force corporate level strategic policy, guidance and oversight, supporting future AF mission requirements and resources. Serves as functional representative in Air Force Stategic Basing processes.

Duties

Promotes installation comprehensive planning excellence throughout the Air Force by formulating policy, developing principles, and interpreting and translating strategic intent into operational and tactical level planning processes. Ensures implementation of the National Environmental Policy Act and the Air Force's Enviornmental Impact Analysis Process across a broad range of planning efforts and develops policies, guidance and standards for reviewing, assessing and mitigating the impact of Air Force operations and federal actions, special studies, and analysis for worldwide programs. Develops and articulates Air Force policy and provides professional consultation to the Air Staff, DoD, Congress, and other governmental agencies on planning issues related to preserving the Air Force missions and on all installation complexes. Provides policy and guidance on the implementation of the Air Force Encroachment Management program, Air Installation Compatible Use Zones (AICUZ) program, and associated noise, public-public/public-private partnership, and land management programs. Provides planning guidance and expertise on matters related to new mission beddowns, major realignments and other strategic initiatives, and provides expert consultation to Air Force agencies on high-interest and delicate planning issues which affect future operational and mission support capabilities. Liaises with other governmental agencies, private planning organizations, and professional counterparts and participates in professional technical organizations and meetings related to comprehensive planning areas.

  • This is a Centrally Managed Position in the Civil Engineering Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • The incumbent should possess an undergraduate degree in a planning-related discipline. An advanced degree in a planning-related field is desirable, but not mandatory.
  • It is highly desirable, but not mandatory, that the incumbent have acquired professional certification/registration through an applicable professional association.
  • Incumbent may be required to travel by military and commercial aircraft in the performance of temporary duty assignments.
  • Must be able to obtain and maintain a secret clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Community Planning Series 0020, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes excellent technical and professional qualifications as recognized by the profession of urban and regional planning, and possess a demonstrated record of success in program management involving a very complex and highly interactive series of systems which comprise the built, natural and socio-cultural environments; mastery of community planning concepts, principles and practices sufficient to permit the planner to serve as the technical expert for Air Force installation comprehensive planning programs; comprehensive understanding of community planning and comprehensive planning tenets sufficient to result in recognition as a leader and expert in the field of community and comprehensive planning, and in the development and evaluation of planning theory and concepts; expert skill in conceptualizing, visualizing and communicating the functional requirements and characteristics of all types of community planning efforts based on unique client requirements derived from interviews or other organizational data. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of advanced concepts, principles and practices of installation comprehensive planning programs. 2. Ability to effectively integrate and coordinate the work of other professional disciplines (such as architecture, landscape architecture and civil engineering) as they relate to the overall planning efforts. 3. Knowledge and skills to review and evaluate the work of professionals at MAJCOM level and above. 4. Knowledge and skills to communicate with diverse and occasionally adversarial groups on controversial issues. 5. Ability to analyze, interpret and apply rules, regulations and procedures in a variety of situations, and recommend timely, effective and economical solutions. 6. Knowledge of research methodologies, including information technology, professional journals, publications relating to comprehensive, urban and regional planning concepts; includes federal, state, and local regulations, policies and environmental law. 7. Ability to communicate effectively, both oral and written. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
