Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

DUTY 1: Serves as the unit's expert intelligence analyst for the commander and staff on all intelligence matters, including intelligence processes, support requirements, technical aspects of weapons systems, terrorist operational methods as well as daily-integrated intelligence support in alert, crisis, and Force Protection situations. Maintains Global Situational Awareness (GSA), collecting raw data and producing GSA products such as threat analysis, area studies, current intelligence briefings, and long-range estimative studies from which intelligence conclusions and projections can be provided to the commander and staff. Facilitates the Threat Working Group (TWG) that provides commanders/decision-makers finished, actionable intelligence directly impacting the safety of unit personnel and operations. DUTY 2: Develops, monitors, and ensures execution of unit internal and external intelligence training programs tailored to the unit's mission. Reviews the status of internal training. Ensures internal training program includes but is not limited to: assigned weapon system(s) capabilities and limitations; unit mission; force protection; classified materials handling procedures; analytical techniques used for Aerospace Intelligence Preparation of the Battlespace (AIPB) and Predictive Battlespace Awareness (PBA) analysis; and Law of Armed Conflicts (LOAC). Gains input from and coordinates with operational squadron representatives, Aircrew Life Support (ALS) personnel, security forces personnel, OSI and as appropriate, Survival, Evasion, Resistance and Escape (SERE) specialists regarding external intelligence training program requirements. DUTY 3: Ensures the intelligence function maintains a capability to provide timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations. Plans, develops, and manages work schedules for intelligence activities during all phases of unit operations, i.e., Unit Training Assemblies (UTA), Annual Training (AT), and unit deployments. Provides performance evaluation, career guidance and technical assistance to full-time and traditional intelligence personnel. Establishes intelligence information requirements, procedures, and work schedules not predetermined by higher headquarters. DUTY 4: Manages the unit intelligence mobility program. Plans, organizes, establishes, and manages the deployment and conduct of intelligence operations during contingency operations. Plans and manages the Pre-Deployment Intelligence Spin-Up Program for unit personnel assigned to Aerospace Expeditionary Force (AEF) and Outside of the Continental United States (OCONUS) deployments. Ensures pre-deployment spin-up training for deploying intelligence personnel is accomplished and the personnel are fully prepared for contingency operations. DUTY 5: Represents the unit regarding intelligence program policies, procedures and issues. Attends and participates in conferences, meetings and workshops as required, providing information or briefings on designated intelligence issues or topics. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes. Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc. DUTY 6: Performs supervisory personnel management responsibilities for 1-2 subordinate personnel. Plans and assigns work to be accomplished by subordinates, considers difficulty of assignments and capabilities of employees, sets and adjusts priorities, and prepares schedules for completion of work. Develops ways to improve work methods and processes. Provides guidance and advice on work and administrative matters. Approves leave. Evaluates work performance of subordinates. Hears and resolves complaints.

  • This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing.
  • Incumbent may be required to fly in military or commercial aircraft to perform temporary duty assignments.
  • Direct Deposit: All federal employees are required to have direct deposit.
  • This is an Air Reserve Technician (ART) position. Incumbent's regular assignments are primarily ART duties; however, incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
  • Incumbent must meet and maintain Air Force Reserve requirements. Work schedule will be aligned to permit full participation in unit training assemblies.
  • Individual may be required to work uncommon tours on short notice.
  • Applicant must be a member of the Air Force Reserve. Requirements to wear military uniform and adherence to DAFI 36-2903.

Qualifications

*********THIS IS AN AIR RESERVE TECHNICIAN (ART) POSITION*********** This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the Air Force (AF0 Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan detailed and complex studies, anticipate and solve problems, and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources and the ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit also have the ability to critically evaluate sources of information and establish validity of facts as well as the ability to communicate effectively, both orally and in writing, under both normal and high stress conditions associated with emergency situations. 5. Knowledge of and ability to develop intelligence career field training programs and conduct training and testing. 6. Knowledge of personnel management procedures related to the supervisory role. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
