This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Child Care, located in Washington, District of Columbia.

Duties

Applying systems analysis principles and techniques, process engineering concepts, and new IT technologies sufficient to assess new systems design methodologies to improve software quality. Utilizing architecture, IT, design and programming techniques, and relational database design to conduct technical assessments of solutions and systems. Developing proposals to translate management objectives/directives into advanced IT software application systems and reviews a variety of short and long- range studies and projects to assure existing systems/methods provide the most effective/efficient manner of operation. Preparing and analyzing complex technical documents, making recommendations and presenting them in written reports and orally to technical and lay audiences.

Qualifications

Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing ALL of the duties listed below: Analyzing data related to IT programs in order to evaluate services to improve effectiveness of programs or to address items of concern. Leading IT project teams in coordinating and conducting a variety of complex information technology activities. Attaining various IT program/project solutions in planning, implementation, enhancement, security, operation, and maintenance, including systems built with Commercial Off the Shelf (COTS) products. Leading IT projects from initiation to completion, such as; providing technical guidance on enterprise architecture design, collaborating with business stakeholders to gather, document and prioritize business/functional requirements and developing strategies, roadmaps and plans for implementation.
