This position is located with the Bureau of Indian Affairs, Western Region in Location Negotiable After Selection, United States and Phoenix, Arizona. The incumbent will plan and develop administrative practices for Real Estate administration and provide technical assistance to staff, division management, landowners, and Tribal officials to improve the economic status of stakeholders discharging the government's trust responsibility.

Duties

Work which involves the administration and management of the Realty Program (Budget, Property, Contracts, HR and IT). Program execution of acquisition and dispositions, community and economic development, natural resources management, and rights protection and litigation support. Overall program coordination (Tribes, other Regional trust branches, Appraisals, LTRO, and Central Office).

  • Incumbent is required to operate a government motor vehicle, must possess a valid driver's license, and have a safe driving record within the 3 year period immediately preceding submittal of GSA Form 3607.
  • Will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.

Qualifications

GS-13 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector. Examples of specialized experience include: Preparing budget planning documents and executing budgets, including quarterly adjustments and reconciliations, and submitting budget recommendations and justifications as requested; Evaluating IT systems, applications, and equipment requirements of branch and branch staff, along with records management practices and procedures, and making recommendations for related procurement, training, and compliance as needed; Coordinating program activities with tribes, field offices, other regional branches, AVSO, LTRO, Probate/Buyback, Central Office, and other federal land management agencies as needed; & Performing program case work involving acquisitions and land transfers, community and economic development, natural resources management, and claims resolution, with an emphasis on settlement and other negotiations. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
