This position is located in the Kentucky Natural Resources Conservation Service State Office, on the Management and Strategy Team. The incumbent performs a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis and reporting of financial resources necessary to accomplish the mission responsibilities of the state, area and field offices of the Natural Resources Conservation Service. Recruitment and/or relocation incentives may be authorized.

Duties

Performs a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources. Provides support, guidance, and assistance to the State Leadership Team (SLT). Research and reviews written materials and documentation pertaining to a variety of issues, processes, and programs, in order to obtain thorough understanding of financial resources issues. Analyzes financial information to confirm proper execution of funds in accordance with applicable rules and regulations, and as directed by the state. Coordinates with State Leadership Team (SLT) to identify and resolve questions and errors related to budget allocation, execution, reporting and payments. Projecting, planning, allocating, executing fund certification, managing/tracking, and reporting on the financial and technical assistance resources needed to carry out the business of conservation at the state, area and field levels.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience Requirement for GS-11: Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through federal service. For this position, examples of specialized experience include: Performing routine financial analysis, reporting and information management functions; Researching, analyzing and providing advice, assistance and guidance on financial resources management; Assisting with project budget needs and tracking expenditures; OR Education Substitution: 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience Requirement for GS-12: Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through federal service. For this position, examples of specialized experience include: Projecting budget needs and potential budget surpluses, drafting budget plans, tracking expenditures, managing budget planning tools; Providing guidance and assistance in projecting, planning, allocating, and executing financial resources; Analyzing financial information to confirm proper execution of funds in accordance with applicable rules and regulations; Monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives; Coordinating internal controls processes and financial audit activities. Note: There is no education substitution for the GS-12 level.
