Duties

The Deputy Federal Security Director (DFSD) - Operations serves at a major Category X airports. Criteria for use in determining "major" Category X airport includes a passenger throughput of over 24 million, significant international embarkation and debarkation point, high vulnerability and threat and include multiple checkpoints at geographically dispersed terminals. This position is responsible for the overall day-to-day operations management activities, including finance, human resources, strategic planning, procurement, facilities and others. The DFSD - Operations is the second-ranking members of the airport's senior management, monitoring the daily operations of the airport and reporting directly to the Federal Security Director. This position's focus is operations management. As such, the DFSD - Operations is responsible for the development, design, operation, and improvement of the systems, environment, and resources that support and execute TSA's mission. The DFSD - Operations is responsible for ensuring that business operations are efficient and effective and that proper management of resources, execution of business processes and analysis of queue systems is complete. As Deputy Federal Security Director - Operations, duties include: Leading by developing and cascading the organization's strategy/mission statement to the lower ranking staff, and implementing appropriate rewards/recognition and coaching/corrective practices to align personnel with company goals. Planning by prioritizing customer, employee and organizational requirements. Maintaining and monitoring staffing, levels, competency requirements, expectations and motivation to fulfill organizational requirements. Driving performance metrics for the measurement of an operation's performance and consideration of efficiency versus effectiveness - often in the form of dashboards that are convenient for review of high level key indicators. Directing TSA's airport operations to meet budget and other financial goals. Directing short-term and long-range planning and budget development to support strategic business goals. Establishing the performance goals, allocate resources, and assess operating guidelines for senior management. Enhancing the internal organization processes and infrastructure that will allow TSA to continue to mature and fulfill its mission. Analyzing and evaluating highly complex issues, advise the FSD regarding specific actions to be taken and developing a range of alternatives that effectively establishes new or revised plans for TSA administrative and operational programs. Identifying areas of major concern, reviewing and evaluating the effectiveness of current program management activities, resolving issues containing controversial or conflicting data, and developing options for effective management of overall TSA programs. Establishing effective management controls over program activities, evaluating program accomplishments and deficiencies, and developing new concepts for the effective management of TSA programs. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. Ability to manage organizational resources (e.g., budgets, equipment, information) and identify operational and management efficiencies that support the allocation of limited resources. 2. Ability to improve mission effectiveness by implementing risk-based, intelligence driven security initiatives and evaluating effectiveness through analysis of performance measurements. 3. Ability to build and maintain positive relationships with federal, state, local and private stakeholders in a way that best represents the agency. 4. Ability to effectively manage, lead and communicate with a large, diverse workforce (e.g., setting performance expectations and providing performance feedback, guiding individuals to achieve organizational goals.) Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. FAILURE TO MEET OR FULLY ADDRESS EACH EXECUTIVE CORE QUALIFICATION AND PROFESSIONAL/TECHNICAL QUALIFICATIONS IN THE RESUME WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION. Conditions of employment: This position is part of TSA's Leadership Succession Planning and Development Program. You will be required to serve a probationary period of one year unless you previously completed the probationary period in a SES/TSES position. Certificates will be issued on an as needed basis, as vacancies occur. The applicant pool will be honored for a period of 4 months. The length of a duty assignment is generally up to 5 years with a possible extension. The initial tour is normally 36 months, and with agency approval a second tour of duty up to 24 months. Any subsequent tour of duty extension beyond the second tour will be based on the Agency's needs and the projected contribution of the employee. During your assignment, an employee from Human Capital will work with you to complete a career assessment and to identify future position interests. Using this information, and in consideration with future leadership vacancies, you will be transitioned into another role based on your skills and the agency leadership needs at the termination of your initial assignment.
