Duties

Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security. This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10) with promotion potential to $191,900 (GS-15 Step 10). Typical duties include: Providing guidance on the planning and execution of all aspects of the programs contained within their portfolio, developing and coordinating, and disseminating national field operations policies and procedures Developing and implementing new operational program activities or enhancements; identifying and resolving, unique issues where no policy exists, taking innovative actions to address new needs or issues Participates in establishing and recommending goals and objectives for the DHS inspection and compliance programs, developing overall operational plans, instituting and monitoring performance measures and other performance evaluation-related metrics, and reporting on program activities Assuring implementation by subordinate organizations and operating units of the goals and objectives of DHS; determining goals and objectives that need additional emphasis, developing measures that evaluate performance, making recommendations for program improvement, and managing all resources Providing leadership to subordinate teams and managers; assigning segments of the project or study, coordinating group efforts, and consolidating findings into a completed product which may include proposed changes in legislation, regulations, policy, and/or procedure

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing expert advice and guidance when representing the organization, this includes attending briefings and meetings on behalf of senior officials Developing new program objectives and initiatives Proposing changes in legislation, regulation, policies, and procedures Advising staff regarding policies, procedures, and directives of senior leadership within CBP and DHS NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/04/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
