The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Personal Property Management (PPM) and Customer Information Management (CIM) Division, providing planning, directing, organizing, and exercising control over first level supervisory and non-supervisory employees. Duties

Plans, organizes, and oversees the activities of JPPSO-SC, ensuring that the PPM and/or CIM Division complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Represents JPPSO-SC with a variety of installation and functional area organizations. Receives, resolves, and processes elevated concern case files.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Traffic Management Series, 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Knowledge of transportation modal options required to effect movement of personal property, passengers, and cargo, to include ensuring compliance with public laws, foreign government requirements, Department of Defense (DoD)/ United States (US) Coast Guard regulations, policies, and Comptroller General Decisions. Knowledge of packaging, cargo preparation, movement of hazardous, sensitive, and classified material via all transportation methods. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of transportation modal options required to effect movement of personal property, passengers, and cargo, to include ensuring compliance with public laws, foreign government requirements, Department of Defense (DoD)/ United States (US) Coast Guard regulations, policies, and Comptroller General Decisions. Knowledge of packaging, cargo preparation, movement of hazardous, sensitive, and classified material via all transportation methods. Knowledge of safety and security regulations, practices, and procedures. Skill and ability to utilize technical and functional expertise and experience with developing and recommending solutions to Higher Headquarters for complex transportation problems and initiatives. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
