As the Program Coordinator for Veterinary Services' (VS) Depopulation and Disposal, you will be responsible for providing technical advice to solve complicated and undefined aspects of animal disposal and on-farm depopulation, and disinfection (3D) activities in an environmentally acceptable manner by designing systems and instruments to implement such programs and by improving collection, analysis, and utilization of data gathered during animal health emergencies.

Duties

The duties may include, but are not limited to: Instructs on the proper depopulation and disposal equipment operating procedures. Instructs on the proper use of technical and supply publications/software, and the preventative and corrective maintenance of National Veterinary Stockpile Program (NVSP) equipment or systems. Serves as focal point for communications between NVS and State/Federal/local agencies on policies on stockpile depopulation, disposal equipment, disposal techniques, and response/recovery actions. During an incident, consults on depopulation, and environmental issues and serves as a liaison with 3D subject matter experts. Confers with users to give and receive information on unsatisfactory performance, design changes, materiel changes, modification proposals, repair parts status, and maintenance techniques. Provides on-the-job instructions and demonstrations of the correct operating procedures during system operation or maintenance and training activities. Meets with State/federal agencies on regular basis to understand problems, issues, and planning relative to the NVS program. Devises educational programs to inform Federal, State, Tribes and local authorities about the NVS and the actions they should plan for its receipt, processing and delivery. Participates in emergency response to an animal health incident to include assisting in the rapid deployment and receiving of animal vaccines, antiviral, therapeutic products, supplies, and equipment.

  • Work is performed in an office setting, but you will be required to visit warehouses, shops, storage yards and travel to different locations to inspect, and provide training and assessments as required.
  • Duties of the position require extended walking, standing, lifting, carrying small and light objects, and bending.
  • The environment involves everyday risks or discomforts that require normal safety precautions.
  • The incumbent may be required to participate in emergency response effort in some capacity that may require lifting up to 50 lbs. or handling of animals or other physical actions
  • May be required to work in hot or cold environmental conditions in the field for limited periods of time and be exposed to conditions that may be hazardous to the incumbent's health.
  • The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date.

Qualifications

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Integrate and establish effective efforts to support State, Tribe, and local animal health officials to respond to disease events. Plan, organize, and coordinate emergency management work. Provide agency representation at professional gatherings, prepare reports and analytical studies, and correspond to a variety of parties regarding program activities and issues Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
