This position serves as a Human Resources Specialist in the Executive and Political Resources Center, Departmental Office of Human Resources Management, U.S. Department of Transportation (DOT). The Center is responsible for the management and administration of the Department's Senior Executive Service and Political Resources Programs.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience performing policy and operations work in at least two of the following human resources specialty areas: classification, staffing and recruitment, compensation, employment, performance management or executive development. Experience interpreting and applying HR principles, policies and procedures for Career SES and/or Non-Career SES, Schedule C political appointees, and Senior Level (SL) and Scientific and Professional (ST). To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience managing and/or administering programs pertaining to Career and Non-career senior executives that include recruitment/staffing/qualifications, appointments, performance management and/or executive development. Experience interpreting and applying recruitment and staffing principles, policies and procedures for Career SES and/or Non-Career SES, and Schedule C political appointees, Senior Level (SL) and Scientific and Professional (ST). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Written and Oral Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
