This position is located in the Washington Headquarter Services (WHS), Facilities Services Directorate (FSD), Federal Facilities Division (FFD), Alterations Work Group (AWG). The purpose of this position is to provide expertise, leadership, and administrative oversight of reimbursable program operations (e.g. alterations, renovations, repair, construction etc.).

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Exercise technical oversight over a CSA Team consisting of a combination team of GS and WG workforce of different disciplines starting at the GS-12 level. Communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Implement corporate decisions, guidance, laws, regulations, and policies in the development of the projects and products in support of the accomplishment of objectives. Develop detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts and resources to accomplish objectives. Negotiate and integrate all functions and their requirements from multiple Pentagon tenant stakeholders in support of accomplishment of objectives.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. If a determination is not able to be made about the length of your creditable experience for qualification requirements, you will be removed from consideration. Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. You may qualify at the GS 12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to GS12. (1) completing work for a variety of construction programs in support of operational facilities and equipment; (2) conducting quality control procedures, such as: inspection instructions, control measuring and/or testing equipment, etc.; and (3) managing fulfillment of construction contracts to ensure construction projects proceed on schedule and in accordance with contract plans and specifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
