This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category/Critical Need, S U.S.C. 9902(h)(2), 6/6/2017 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Shift Supervisor for Law Enforcement on a military installation.

Duties

Supervise an Investigation section and brief DES leadership of status of ongoing cases weekly. Serve as a Shift Supervisor for the Law Enforcement force assigned under the authority of the Senior Commander at IMCOM supported installations. Conduct traffic law enforcement patrol using specialized equipment such as radar, Lidar and breathalyzer. Perform protection duties to deter, detect, and deny unauthorized access at fixed installation, internal compound, and incident perimeter posts. Operate the National Crime Information Center (NCIC) terminal in accordance with federal and state laws to transcribe data. Perform supervisory and administrative duties relating to the police force.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid Secret security clearance.
  • Shift work is required, or a change in work shift may be necessary. Rotating shifts are required.
  • Must wear prescribed police uniform and safety equipment.
  • Must be able to successfully graduate from DA Civilian Police Academy per AR 190-56.
  • This position is designated as a Key Position IAW AR 690-11. Civilians in key positions must be exempted from recall to active duty because of Reserve or retired military obligation.
  • The position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
  • Must be able to obtain and maintain a valid driver's license throughout employment in the position.
  • Must successfully pass a pre-employment and recurring medical examinations as required by Federal Law and the Office of Safety and Occupational Health Administration guides and guidelines.
  • Must pass an annual physical agility test.
  • Must be able to obtain and maintain CPR certification and First Aid training.
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
  • Incumbent in this position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) position during Inclement Weather Conditions or other designed/identified emergency conditions.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Official Temporary Duty (TDY) up to 10% of the time may be required.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes utilizing law enforcement and investigative techniques to prevent, detect, and investigate violations of laws, rules, and regulations involving accidents, crimes, and misconduct including misdemeanors and felonies and preparing and reviewing police reports for accuracy, compliance with policy, and completeness. Experiences in securing crime and incident scenes; apprehending and detaining suspects; searches of persons and property; and collects, seizes, and preserves evidence. Experienced in conducting interviews of witnesses and suspects and obtains statements and testifies in official judicial proceedings. Experience which includes responsibility for the day-to-day operations, planning, administration, supervision, and direction of shift personnel. Experience in firing weapons for accuracy and is competent and experienced in maintaining accountability and ensuring security for weapons and ammunition utilized in the course of the shift. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
