The primary purpose of this position is: To serve as a 38P Career Field and Organizational Policy Officer at the Air Staff level responsible for development and application of USAF-wide career field and organizational philosophy, objectives, principles and policies.

Duties

Analyzes and develops organizational initiatives, applying established organizational policies and principals to assess the impact of proposed changes on the affected activity and other major Air Force structures. Leads, develops, coordinates, recommends, and carries out studies for strategic policy, planning and analysis initiatives for Air Force A1 programs primarily focused on civilian and military career field design; organizational design, structure, and development. Develops and coordinates long-range strategic plans for the career field's human capital management of the total force (active duty, reserve, and civilian). Represents the Directorate with a variety of organizations in all matters related to assigned project areas. Prepares reports, briefings submissions, justifications and background papers. Integrates IT programming and planning with projects, plans, and requirements. Manages, updates, organizes community integrated SharePoint web site.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) Personnel, Manpower, Training, and Services functional areas. (2) AF Doctrine, its evolution and refinement, and the process used to make changes. (3) Plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations. (4) strategic planning methods, concepts, strategy alignment and enterprise performance management. (5) Business case analysis approaches and techniques and performing multi-factor evaluation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, functions, and processes of project management. 2. Knowledge of the organization, programs, missions, and functions of Air Force organizations to conduct studies to determine manning and skill levels and make recommendations on use of personnel resources. 3. Knowledge of the manpower and personnel data systems and familiarity with computer procedures to retrieve and use information. Knowledge and experience in Information Technology implementation. Requires the ability to use a personal computer. 4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 6. Ability to plan, organize, and work independently within a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
