The position is located in the Office of the Secretary (OST), Office of Human Resources Operations (HRO). The selectee will serve as the Supervisory HR Specialist over the Talent Acquisition, Human Capital Program and HR Processing/Systems Teams and will provide senior management guidance in all aspects of human resources management.  In this capacity, the selectee leads a staff of HR Specialists and HR Assistants in providing expert advisory and consultative services regarding HR functions.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the GS-15, you must have at least one year of specialized experience equal or equivalent to the GS-14 grade level in the following: Experience applying expert knowledge of Federal Human Resource policy and programs to oversee the delivery of human resource operations services in at least three of the following program areas:  staffing, recruitment, human capital initiatives, records management, and/or personnel processing, and experience applying leadership concepts (e.g., emotional intelligence, situational leadership, and conflict management) to coach and develop a diverse staff Experience advising management officials on hiring strategies, programs and plans to meet future critical workforce needs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Accountability - Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes. Complies with established control systems and rules. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
