This position is located in the Department of Education (ED), Office of Special Education and Rehabilitative Services (OSERS), Rehabilitation Services Administration (RSA), Training and Service Programs Division (TSPD). The incumbent serves as the Director, Training and Service Programs Division (TSPD), and is responsible for providing executive leadership, directing and coordinating the work of professional, technical and support personnel. 

Duties

Requirements

  • May be required to complete a one year supervisory probationary period.
  • Relocation will not be paid.

Qualifications

Minimum Qualification Requirements: You must meet the minimum qualifications for the GS-15, If you posses the specialized experienced below: Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: Experience providing professional development for staff within vocational rehabilitation or a related program to support the delivery of services for people with disabilities. Experience presenting at conferences on vocational rehabilitation (VR) and/or a related program to disseminate information on programs impacting people with disabilities. Experience working with and/or drafting policy for programs authorized under Titles I, V, VI, and VII of the Rehabilitation Act of 1973, as amended. Knowledge, Skills, and Abilities (KSAs): The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).     Knowledge of laws, policies, and regulations of the Rehabilitation Act and Workforce Innovation and Opportunity Act (WIOA). Knowledge of evaluation techniques and methods of compliance monitoring, in order to assess and evaluate the quality and effectiveness of State VR agencies and the performance of other grantees, including discretionary grantees, and to assist with corrective actions and program improvements within the scope of federal requirements. Knowledge of program management and evaluation principles, concepts, and techniques is required sufficient to provide leadership in the management, assessment, and improvement of program operations and management systems. Knowledge of Federal and State vocational rehabilitation and employment statutes, including the Rehabilitation Act and WIOA.

Education

Applicants must meet both the basic requirements listed below, in addition to the specialized experience requirements. 

Basic Requirements:

Degree: behavioral or social science; or related disciplines appropriate to the position.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
