The position is located at the DoD, Office of Inspector General, Human Capital Management, Employee Performance Management Division (EPMD). The EMPD oversee the Performance Management, Awards, Workers Compensation, and Employee Relations.

Duties

Serves as the subject matter expert (SME) in employee relations human resource function as an advisor on employee relations issues to include working conditions, leave abuse, disciplinary actions, performance, and employee appeals and grievances. Provide interpretation, information and guidance on the full range of employee relations issues which affect the function to include organizational goal performance, individual performance, performance appraisal systems, ER training programs, etc. Develop policies, regulations and procedures related to all forms of communication and counseling necessary to maintain effective relations between management and the workforce. Evaluate current practices within the OIG against successful techniques in private industry and other Federal agencies. Participate in the development and presentation of training courses and other training tools to develop communication and counseling skills for management and personnel specialists. Develop OIG policies and procedures pertaining to all phases of grievances, appeals and adverse personnel actions. Create in depth reports by using tools such as Microsoft Office: Access, Word, Powerpoint, Excel and SharePoint to accomplish the data analysis. Identify and develop agency level policy, procedural guidance, standard operating procedures and instructions in accordance with federal regulations, Office of Personnel Management (OPM) and DoD guidance of ER related functions. Build coalitions and maintain effective relationships among internal and external stakeholders in the development, review, and execution of the performance management issues, FMLA, and other adverse actions. Prepare reports and presentations to advice agency Senior Executive Service (SES) and supervisors on creating and updating performance plans, progress review, and performance appraisal. Maintain awareness on human resources law, regulation and policy, and address new requirements and integrate into current operation.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level such as non-sensitive. Incumbent is required to maintain all requirements for non-sensitive designation level.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Advising management and employees on a full range of laws, policies, regulations and practices within the realm of employee relations; Consulting with management officials on employee relations issues such as discipline and adverse actions, conduct, performance management and administrative grievances; Researching and applying laws and regulations relating to employee relations; Advising on employee leave policies and procedures; and Writing disciplinary actions as well as other written communications that deal with employee relations. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
