Duties

At the HQDA level, serves as the senior Interior Designer for the Army MWR and leads and oversees the assigned mission of Interior and Foodservice design for the Construction Directorate. Supervises design staff; employing personnel and overseeing office administration and training. Develops position requirements and selection criteria to fill positions. Recommends performance objectives, annual ratings, and award nominations for design personnel. Develops internal technical and administrative policies and procedures relating to interior and foodservice design requirements and coordinates the impact. Plans and schedules design production, adjusting work procedures to accommodate available resources and improve work methods. Ensures realistic work schedules are developed to meet deadlines and standards for acceptable work. Develops and manages the office budget, estimating requirements for future needs and ensuring maximum productivity for budget expenditure. Overall responsibility as team leader to create and develop complete interior designs, including complex features utilizing the latest interior design and construction techniques. Develops design plans considering such factors as function, user needs, energy use, building codes, durability, life cycle costs, effective space planning, aesthetics, and economics. Prepares complete interior design drawings in compliance with agency criteria and needs of the project including floor plans, interior elevations, section details, and finishes. Balances aesthetic features to blend with existing structures, site, and environment. Provides quantity material takeoffs for interior architectural features. Prepares interior design package to include finishes, colors, detailed furnishings and equipment layouts, schedules encompassing power and communication requirements, quantities, and costs. Coordinates and monitors the creation of interior designs performed under contract. Reviews designs prepared by A-E firms to ensure conformity to policy and design criteria. Participates in project validation assessments as subject matter expert for functional space planning and design. ** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Demonstrated progressive responsible work experience performing the duties described above which demonstrates obtainment of an intense and diversified professional knowledge of interior design theories, principles, and practices relating to interior design and preparing construction documents, procurement packages, and presentation materials. Work experience must be equivalent in complexity, difficult and responsibility to the next lower pay band level. Must possess excellent communication skills, and a working knowledge of MS Office applications and automated design processes. Must have solid, demonstrated, technical knowledge of interior design principles, materials, furniture, and fixtures. Must possess experience in interior design of construction projects in the $1-$50M dollar range. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit. Possess contract management experience. Possess professional supervisory or lead experience. Possess a minimum of 5 years working in interior design of construction projects in the $1-$50M dollar range. National Council of Interior Design Qualifications (NCIDQ), LEED certification, Project Management Professional (PMP) - preferred, not required.
