National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.

Duties

Designs, adapts, revises, and evaluates accounting reports, procedures, and operations encompassing multiple financial management/accounting systems and NDU component activities. Analyzes operating procedures to identify areas of potential non-compliance, explains discrepancies, and provides authoritative policy interpretation and that existing operations are complying with regulations. Serves as an expert in operating policy and procedural changes/revisions to automated systems. Provides advice, guidance and assistance to the President, National Defense University; the Director Resource Management Directorate (RMD); the RMD Budget Officer; and functional proponents on all phases of all funds status/reporting. Conducts periodic audits of the accounting system to ensure it operates properly and meets the United States Standard General Ledger (USSGL) criteria, Standard Financial Information Structure (SFIS), and Financial Systems Integration Office (FSIO)

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with Department of Defense (DoD) Instruction 1300.26, Operation of the DoD Financial Management Certification Program,” this position requires a Level II Certification under the DoD Financial Management (FM) Certification Program.
  • Failure to obtain/maintain certification within the required two-year timeframe, without an approved waiver or extension, may result in adverse potential action.
  • Once certified, the incumbent must meet the continuing education training (CET) requirement as outlined in DoDI 1300.26.

Qualifications

Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service (GS-12), which demonstrates the ability to perform the duties of the position, is required. Specialized experience for the GS-13 is defined as: Experience independently performing accounting work in operational programs and demonstrating mastery application of Generally Accepted Accounting Principles (GAAP), operations, financial reporting, and systems in an accounting operations environment. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.

You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
