You will serve as a PROGRAM ANALYST in the Military Sealift Command (MSC), Directorate Ship Management (DSM) of MILITARY SEALIFT COMMAND within code PM81.

Duties

You will be responsible for assisting the Director in accomplishing the mission of DSM and carrying out assigned responsibilities associated with planning, supervising, and monitoring daily readiness and material capabilities of each class of ship. You will be responsible for assisting in day-to-day program analysis activities of projects to accomplish the organizational mission. You will be responsible for performing review and analysis of major programs of the organization and preparing evaluative material for use of management officials in program review and evaluation presentations. You will be responsible for monitoring the status of all assigned charter ships and providing routine updates to program staff, MSC operations department, and appropriate operational command and sponsor representatives. You will be responsible for keeping appropriate offices informed of conditions and issues that may impact the ability of the ships to meet current and projected missions. You will be responsible for managing, coordinating, and analyzing multi-faceted critical, highly complex and often times sensitive internal and external actions, projects, and/ or activities.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting the Project Officer in the management and oversight of maintenance on the MSC worldwide PM fleet and reviewing and tracking planning efforts of all program maintenance and repair efforts to include: short and long range work plans, lifecycle sustainment plans, class alterations and modernization initiations, maintenance budgets, and schedules for implementing repair plans on vessels. Experience coordinating Maintenance and Repair (M&R) periods with Area Commands ensuring any scheduling conflicts are resolved. Experience maintaining liaisons with Program Managers, Project Officers, Functional Directorates, MSC Field Activities, and appropriate Navy and DOD agencies on matters pertaining to program ships or assets. Experience developing budget projections for long term per diem and reimbursable funded projects and monitoring the execution of budgets for assigned projects and reviewing contractor invoices to ensure that charges are reasonable and valid, properly invoiced and reimbursable in accordance with the contract provisions. Experience taking appropriate action in planning, execution, accuracy, and timeliness of maintenance, scheduling, and budget information developing cost analysis, internal controls, economy of savings and organizational efficiencies.
