The primary purpose of this position, WORK/LIFE SPECIALIST, GS-0101-09, is to plan, implement, administer, and counsel on Family Support Center's (FSC) career, transition, relocation, family, and other work/life services and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families.

Duties

Assess individual and family needs and provide continuing work/life services in eligible populations. Participate in implementing, maintaining, and providing installation work/life services that meet community needs. Conduct and implement marketing and public relations campaigns to ensure target populations are informed of services and activities. Ensure availability of technology based resources to maximize customer access to a full spectrum of resources to meet life-cycle needs. Provide advice, guidance, and additional referral options to ensure clients have access and assistance in securing cost effective support or direct aid.

  • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT: The work environment involves everyday day risk or discomfort which requires normal safety precautions typical of such places as offices and meeting/conference rooms. The work area is adequately lighted, heated and ventilated.
  • Incumbent may be subject to recall and unusual tours of duty and may be required to fly on military transport aircraft.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. An example of creditable specialized experience includes: knowledge of social services delivery systems and concepts, principles, and theories relating to one or more of the social or behavioral science fields to assess needs and concerns of clients and help them to understand how certain behavior patterns/attitudes impact and affect their career, transition, relocation, and family situation and learn about their abilities, capacities, interests, and goals concerning their various work/life requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. 1 year of graduate-level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position may be used to qualify applicants for the GS-09 level. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of social services delivery systems as well as concepts, principles, theories, and practices relating to one or more of the social or behavioral science fields. Knowledge of personal financial management practices and techniques to provide clients with appropriate financial data and practical financial skills to enable them to make informed personal financial management decisions. Skill in conducting interviews to establish the nature and extent of concerns/issues, provide assistance in developing goals and plans, and determine appropriate referral services/options. Skill in establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families and with program representatives and officials. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
