There is only 1 vacancy being filled in 1 the following locations: Crow Agency, MT; Fort Smith, MT; Devils Tower, WY; OR Lovell, WY. Duty locations outside of those listed will not be considered. Career-Seasonal appointments are permanent and include the same benefits as career appointments, but do not provide work on a year-round basis. You will work approximately 11 months in pay status and will be in a non-pay status 1 month (months ranging from December- January) depending on weather.

Duties

The major duties of the Tribal Liaison GS-0301-11 position include, but are not limited to, the following: Serves as a specialist for the Powder River Group Parks in tribal consultation pertaining to all four park units and, in coordination with each Superintendent, leads their teams to build and maintain relationships with their associated Tribes on an informal and formal government-to-government basis. Coordinates Parks' outreach efforts with affiliated Tribes. Fosters respectful, positive relationships to facilitate the consultation process and to cultivate potential partnerships. Communicates with affiliated Tribes, employees, partners, visitors, and others. Incumbent responds effectively to questions, concerns, and issues. Coordinates NAGPRA compliance requirements, including but not limited to consultation with Tribes regarding potential NAGPRA needs for planned maintenance and resource projects, and inadvertent discovery of ancestors' remains and associated cultural items. Serves as Agreements Technical Representative (ATR) for activities conducted through interagency agreements, cooperative agreements, or other agreement documents.

Qualifications

All qualifications must be met by the closing date of this announcement-04/04/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for the Tribal Liaison position at the GS-11 grade, you must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal Service (obtained in either the public or private sectors). This experience includes activities such as: 1) Maintaining liaison with Tribal officials to articulate program policy and ensure appropriate consultation and collaboration in resource management, policy development, project development, and other program activities; 2) Interpreting laws, regulations, and procedures related to tribes and their involvement in federal programs or projects; 3) Advising land managers to advance resource stewardship and/or tribal concerns; 4) Serving on national or state governmental task forces regarding national or state policy recommendations on Native American affairs, and advising external agencies and organizations on such matters; 5) Conducting tribal consultations, public meetings, briefings, and other community relations activities; and/or 6) Serving as an advisor for tribally related topics. You must include your resume with hours worked per week annotated. -OR- EDUCATION: Possess a Ph.D. or equivalent doctoral degree, have 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must attach your college transcripts. -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Possess a combination of education and experience as stated above which may be computed by first determining the total qualifying experience as a percentage, then determining the education as a percentage, and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for grade level of this position. Graduate education in excess of the amount required for the next lower grade level may be used to qualify. You must include your resume with hours worked per week annotated along with your college transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
