This position is located in the Salt Lake City Regional Office. The incumbent is an active participant in all aspects of division and/or Regional Office leadership. The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.

Duties

Major duties include but are not limited to: Developing and employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs. Complies, develop, and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Develops recommendations for program officials and supervisors that is complete and accepted by operating components. The incumbent develops new or modified work methods, systems variations, and evaluates administrative operations that promote efficiency and cost savings. Recommends and submits organizational change guidance, procedures, and documents. Reviews, implements, assess, and improve training requirements for assigned VA employees. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Participates in discussions, meetings, conferences, and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Prepares for the division leadership review and signature, assorted memorandums, letters, division bulletins, and other written communications. Tracks Division progress with respect to goals and facilitates work or program reviews to improve Division results; prepares for the division leadership review and signature, assorted memorandums, letters, division bulletins, and other written communications. Interprets findings resulting from studies that are independently developed. Completes analyses of data and identifies administratively significant findings. Examines and evaluates operations in meeting established goals and objectives. Prepares status reports for review at all levels. Evaluates the effectiveness of administrative functions, training, and operations. Prepares written media release for publication in various VA, VBA, and local newspapers, and/or other publications at the direction of the Director. Develops a network relationship with the state and private veterans' organizations to broaden the scope of outreach and increase the community awareness of the role VA plays in being a resource to that community. Speaks to members of the Armed Forces, State and local officials that represent the agency on media programs involving matters of interest to veterans.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2024.TIME-IN-GRADE REQUIREMENT: As a current Federal employees holding a GS grade, you must meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07Grade level or a higher grade. For a GS-11 position you must have served 52 weeks at the GS-09 Grade level or a higher grade. The grade may have been in any occupation, but must have been held in the Federal service. A copy of your most recent NON-AWARD SF-50 must be submitted with your application. The SF-50 must indicate proof of status and should identify your position title, series, grade, step, salary, tenure and type of service (Competitive or Excepted). To verify you meet Time-in-Grade requirements, also submit an SF-50 reflecting when you entered your highest grade held (e.g. Promotion, Appointment, etc.).You may qualify based on your experience and/or education as described below: Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position(s), and that is typically in or related to the work of the position to be filled. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs to be able to explain them, both orally and in writing, to individuals of all educational backgrounds. Specialized Experience GS-09: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-07 level) in the normal line of progression for the position. Specialized Experience is defined as experience running reports, understanding and replying to inquiries, knowledge of agency regulations and policies, work functions or work processes. OR Education GS-9: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Master's or equivalent graduate degree or successful completion of three (2) years of progressively higher-level graduate education leading to such a degree and obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: Transcripts Required. OR Combination: GS-9 Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-9 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Your transcript must be submitted with your application if you are basing all or part of your qualifications on education. Specialized Experience GS-11: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-09 level) in the normal line of progression for the position. Specialized Experience is defined as experience applying analytical and evaluative techniques, and pertinent agency regulations, policies and precedents to conduct detailed analysis of complex issues, work functions or work processes. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
