You will serve as a Cash Dispensing Analyst in the Navy Cash Branch of the Operations Department of NAVSUP FLC NORVA GF.

Duties

You will oversee the cradle-to-grave mechanics of the Navy Cash Program, providing advice and technical assistance on the installation, connectivity, Navy Cash reporting and training associated with the Navy Cash program for designated ships. You will arrange access to ships prior to installation (i.e., send access clearance messages) for contracting personnel, and any other non-ship personnel involved in the installation. You will ensure that the ship has received required hardware to install the latest or upgrade the existing Navy Cash systems and accessories. You will provide Navy Cash and Disbursing fiscal assistance to ships with Navy Cash systems onboard. You will support AIT service calls with the disbursing officer and Navy Cash AIT; ensures ship is communicating properly, replying to pre-service call requests, and has the proper staffing available for IT and disbursing support. You will provide support for Over the Counter Check Cashing Service (OTCNET) for personal check cashing onboard ship. You will assess the training needs of the disbursing community and schedule training activities with the AIT contractor, SAIC. You will provide weekly reports to NAVYSUP Fleet Logistics Center via Operations Department Code 430, detailing performance metrics data on current/future operations and activity and workload.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of Cash Dispensing Analyst specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying life-cycle development concepts and techniques and a knowledge of the policies, regulatory materials and technical requirements of the ATMs-/At-Sea/Navy Cash Program sufficient to participate in developing and maintaining the Navy Cash Program and related Systems. I utilize a knowledge of all phases of program operations and of ADP and information management software design and pertinent computer equipment used throughout the Fleet to implement Navy Cash system procedures and provide technical guidance and assistance on installation, upgrade, connectivity, program reporting requirements, training and security. I have experience utilizing a wide variety of methods and techniques of data collection, fact finding, analysis and resolution of complex cash accountability problems sufficient to evaluate program effectiveness, develop, design, and implement action plans to insure resolution and/or corrective action, ensure efficiency in operations, and to provide technical guidance and information to assigned ships. I have experience providing technical assistance in Disbursing fiscal procedures, Navy Cash financial discrepancy resolution, and resolving differences and discrepancies between Defense Financial Accounting Service against U.S. Treasury financial deposit and treasury check issued data in order to bring Navy Cash funds accountability to an "in-balance" condition.. Examples may include: 1) Overseeing cradle-to-grave mechanics of the Navy Cash Program, providing advice and technical assistance on the installation, connectivity, Navy Cash reporting, security and training associated with the Navy Cash program for the incumbent's designated ships; 2) Providing access as Local Security Administrator for Over the Counter Channel Application (OTCNET) check and cash depositing system, Navy Cash Collections Information Repository (CIR) Automation for verification of deposits received by U.S. Treasury, and support of Deployable Disbursing Training (DDS) and Navy Cash website for Navy Cash cardholder transaction accounts; 3) Arranging access to ships prior to installation of Navy Cash Operations equipment (i.e., send access clearance messages) for contracting personnel, and any other non-ship personnel involved in the installation; 4) Performing duties as Navy Cash Program On-Site-Installation-Coordinator (OSIC) as part of the Fleet Modernization program of Ship's Repair Facility (SRF) and Ship Engineer for Ship Alteration (SHIPALT) program for initial system installation or system upgrade; and 5) Assisting assigned ships to ensure all Navy Cash, DDS, CIR and OTCNET program requirements are met in accordance with NAVSUP HQ Directives and Standard Operating Procedures.
