This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce. About the Position: Serves as an Engineering Technician for the Contract Management and Construction Branch, under the Engineering Division, of the Directorate Public Works (DPW).

Duties

Provide engineering services by evaluating tenant requirements. Establish scopes of work. Provide estimates of design time and costs. Perform duties under the direction of the Contract Management and Construction Branch Chief. Project management on construction and repair Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, requirements contracts, and service contracts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated "Mission Essential".
  • This position requires a valid state Driver's License.
  • This position requires a Financial Disclosure Statement OGE Form 450.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-11 Engineering Technician One year Specialized Experience which includes: 1.) Reviewing drawings, specifications, quantities, costs, accuracy, completeness, and conformity with requirements for each project; 2.) Performing all administrative inspections and modifications necessary to complete projects; and 3.) Submitting reports of documented instances of unacceptable contractor performance and contractor's failure to comply with contractual provisions. GS-12 Engineering Technician One year specialized experience which includes: 1.) Reviewing drawings, specifications, quantities, costs, accuracy, completeness, and conformity with requirements for each project; 2.) Performing all administrative inspections and modifications necessary to complete projects; 3.) Submitting reports of documented instances of unacceptable contractor performance and contractor's failure to comply with contractual provisions; and 4.) Reviewing Work Inspection Reports from construction, maintenance and repair contracts. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: GS-11 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement: GS-12 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education
