Duty title: Branch Chief, Requirements Management The primary purpose of this position is serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Force Medical Agency, Requirements Management Branch.

Duties

Plans, organizes, and directs the activities of Air Force Medical Agency, ensuring that functional work area complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents (AFMED) with a variety of installation and functional area organizations. Plans, organizes, and coordinates activities associated with the development, coordination, validation, and translation of medical requirements into knowledge and materiel product development in support of the Air Force Surgeon General's (AF/SG) priorities.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • This position is designated as a key position IAW AFI 36-507.
  • Duties of this position are essential to accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Advanced Program Management certification or ability to achieve DAWIA Advanced Program Management certification within 4 years of employment.
  • DAWIA Requirements Management Level C certification or ability to achieve DAWIA Requirements Management Level C certification within 6 months of employment.
  • This is a Centrally Managed position.
  • This is a Supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include planning, developing, advising on, and implementing validated medical requirements, essential to the Air Force Medical Service (AFMS) mission; researching, interpreting, analyzing and applying requirements management proper guidelines, policies, regulations, etc.; applying knowledge of medical research and development to develop requirements documentation and assist with program plans for preventing mortality, decreasing morbidity and improving health related outcomes; and planning and scheduling work to be accomplished by subordinates. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of biomedical research & development concepts, principles, practices, standards, methods, techniques, materials, and equipment for application to Research, Development, Testing, and Evaluation (RDT&E) project development, execution, training, and advisory services; as well as knowledge of safety and security regulations, practices, and procedures. Knowledge of the principles of the JCIDS, DAS and PPB&E processes for capability development applied in medical modernization; includes capability gap identification, analysis and prioritization, capability requirement document development and validation, alignment of resources to execution in laboratory activities and defense acquisition, practices, and procedures. Knowledge of Department of Defense RDT&E programs, processes and activities subordinate to the Assistant Secretary of Defense for Research & Engineering, the Military Departments, the Military Health Systems and Veterans Administration, as well as Knowledge of DoD, Military Departments and Air Force Medical Service safety and security regulations, practices, and procedures. Knowledge of medical technology development concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply theories, principles, and concepts to medical requirement development, execution, management, and advisory services. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education requirement or applicable education substitution for experience.

Bachelors or graduate/ higher level degree highly desirable: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to work of the position. This degree must be from an educational program from an accrediting body recognized by the US Department of Education at the time of the degree was obtained.
