The incumbent serves as a Senior Management Analyst (Quality Control) with primary responsibility for conducting quality control (QC) reviews of examination-related work products prior to their submission for executive review and approval. The incumbent's duty station is Washington, D.C.

Duties

Office of Enterprise Supervision Operations OESO is responsible for providing support for the activities of all DER Offices and for promoting consistency, efficient business operations, and adherence to FHFA standards. OESO is responsible for development of Division-wide policies and procedures for program activities, for administration of DER's quality control program, and for coordination of DER responses to oversight entities, such as FHFA-OIG and GAO. OESO is responsible for coordinating the development and delivery of training for FHFA supervision staff and administering the Housing Finance Examiner commission program. OESO also coordinates the annual FHFA Supervision Conference. OESO is responsible for providing support for all business functions in DER, such as human capital management, budget formulation, financial management, contracts management, and administrative services. OESO coordinates work to ensure DER compliance with FHFA records management, information governance, and other policies. Major Duties and Responsibilities The Senior Management Analyst (QC) duties listed below are at the full performance level of the position (EL-14). Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty: Leads and/or participates in DER projects to ensure that supervisory initiatives are implemented in a manner that is consistent with DER's supervision program objectives. Represents the Quality Control Branch (QCB) in various DER committee and working group meetings involving the supervision of the Enterprises. Develops and maintains the written procedures, templates, and job aides that document the end-to-end QC review process. Conducts independent QC reviews of examination- and supervision-related work products and supporting documentation. Ensures that supervisory work products meet established criteria prior to submission to senior and executive management for review and approval. Documents the results of these reviews in accordance with DER guidance, protocols, and documented templates and job aids. Reviews results of QC work conducted by less senior QCB staff. Communicates QC matters to DER staff and management in accordance with established protocols. Escalates significant issues to QCB management. Actively collaborates with examiners, examination team management, and the Supervision Program and Development Branch. Identifies opportunities to improve the effectiveness of DER's supervision of the Enterprises by strengthening processes, enhancing guidance, and/or providing additional training to examiners. Tracks and analyzes the results of QC reviews. Prepares regular and ad-hoc reports summarizing the results of QC reviews and compliance with established operating procedures bulletins. Ensures that tracking and reporting capabilities facilitate this effort. Identifies opportunities to improve the effectiveness of relevant QC processes and DER's Supervision Program. Participates in DER projects to ensure that supervisory initiatives are implemented in a manner that is consistent with DER's supervision program objectives.

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-13: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-13 because I have at least 52 weeks of specialized experience at the EL/GS-12 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Demonstrated work experience in reviewing technical reports, audit findings, or similar formal written products to ensure conformity with established criteria and guidance; Demonstrated work experience developing and implementing procedures, templates, and job aids related to quality review process; AND Demonstrated written and verbal communication skills, with the ability to effectively communicate discrepancies or revisions needed as a result of quality control review. Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Extensive experience in conducing comprehensive quality control review of technical reports, audit findings, or similar formal written products to ensure conformity with established criteria and guidance; Demonstrated work experience developing and implementing in-depth procedures, templates, and job aids related to quality review process; AND Excellent written and verbal communication skills, with the ability to effectively communicate discrepancies or revisions needed as a result of quality control review; AND Proactive approach to professional development, staying abreast of evolving quality control review management practices, industry trends, and best practices. Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-13 position, applicants must have served 52 weeks as an EL/GS-12 or higher in the Federal Service. To be eligible for the EL-14 position, applicants must have served 52 weeks as an EL/GS-13 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
