Duties

Serves as principal advisor to contracting activities and/or other acquisition team members and provides technical expertise in using, analyzing and presenting contract data to resolve contractual issues during all phases of the acquisition process. Conducts training of contracting personnel to improve organization performance. Reviews, analyzes and evaluates complex contracting business systems to identify solutions to complex development, implementation, upgrade and system management and utilization problems and issues. Participates in special projects and initiatives and performs special assignments.

  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally managed position under the Contracting Career Field Team.

  • The position is subject to provisions of the DoD Priority Placement Program.
  • This position may require drug testing and the candidate may be subject to passing a drug test upon selection.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

  • This position may require travel by military or commercial aircraft in the performance of TDY assignments.

  • This position has been designated as an acquisition and is covered by the Acquisition Professional Development Program (APDP).
  • The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.

  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Have successfully completed a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit a copy of your transcripts. OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force. This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes dealing with small business principles, laws, statutes, executive orders, regulations, policies and procedures to enable the employee to serve as focal point; comprehensive knowledge of contracting policy and procedures, to include the full range of acquisition techniques and methods including: contract types, negotiation techniques, contract administration procedures, contract termination procedures, contract price and cost analysis procedures and techniques. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Federal Government, DoD, USAF, AFMC, and AFLCMC acquisition guidelines and business practices, including statutes, regulations, practices, policies and procedures that cover different contract types and market conditions applicable to the Small Business programs. Expert knowledge of assigned contracting and procurement specializations, and applicable contract types. Ability to communicate effectively both verbally and in writing. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to plan, organize work, and meet deadlines. Ability to effectively negotiate. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
