About the Position: Serves as a Management Analyst in the Resource Management Office, Manpower & Agreements Branch located in Fort Liberty, North Carolina.

Duties

Manage the Equipment Authorization program to include analyzing, advising, administering, and implementing actions on the Garrison equipment Table of Distribution and Allowances (TDA). Perform analytical and evaluative work to ensure that the TDA structure is in accordance with organizational concepts. Reconcile assigned personnel strength with civilian pay, civilian personnel, and manpower data bases to include Defense Civilian Personnel Data System (DCPDS), the General Fund Enterprise Business System (GFEBS), and Force Management System (FMSWeb). Receive and review requests for civilian personnel actions from subordinate activities for compliance with manpower and financial ceilings and constraints. Conduct special studies and prepare reports/impact statements on specified Garrison matters.

  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

Specialized Experience: One year of specialized experience which includes updating manpower and position information in automated systems such as Defense Civilian Personnel Data System (DCPDS), the General Fund Enterprise Business System (GFEBS), Force Management System (FMSWeb), etc.; preparing manpower reports to identify workforce levels and position requirements; making changes to manpower reports to identify changes in workforce requirements; maintaining and updating the Table of Distribution and Allowances (TDA) or an equivalent staffing manning document for personnel and/or equipment; and identifying and recommending solutions to problems impacting workforce staffing levels. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources Management, or Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementForce ManagementOrganizational Performance Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
