You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Contracts Department, Acquisition Oversight and Support Division, Policy and Self-Assessment Branch of CARDEROCK DIV NS. Salary: Bethesda: $99,2100 - $181,216 Chesapeake: $88,183 - $161,090 Phildelphia: $95,694 - $174,811 This position is a local remote approved position. Selectee must be located within the commute area of the command upon entry to duty.

Duties

You will provide policy and process oversight for the contracting activities performed by Code 02, or all procurement of services, hardware, equipment and materials for the NSWC Carderock Division. You will serve as a member of the policy team interpreting and implementing federal, DoD, Navy, and NAVSEA procurement policies for NSWCCD. You will be responsible for the interpretation of procurement policies and development of contracting processes for NSWCCD. You will plan and coordinate solutions with policy and contracting team members to conform to ever-changing acquisition policies. You will serve as the focal point for coordination of higher --level review of Determinations and Findings (DandFs); Justifications and Approvals (JandAs); and Business Clearances for all types of contracts. You will conduct research, performs objective and subjective analysis of data, and prepares professional documentation to respond to data calls. You will submit periodic performance reports, address pre- and post-audit and inspection requirements, and perform other ad hoc contracting policy and oversight functions.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional contracting specialist leading the acquisition and procurement of systems, equipment, or services to ensure negotiations of contracts are in accordance with regulations, policies and procedures. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
