Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Program Analyst in the Division of Legislative and Regulatory Affairs, you will use your knowledge and experience overseeing and coordinating legislative and regulatory affairs for human service programs within the Administration for Children and Families by: Serving as a recognized expert and advisor to the Division Director on all aspects of legislative and regulatory policy and congressional affairs. Reviewing and evaluating on a continuing basis complex national policy and regulatory issues to assess the overall impact in terms of immediate, foreseeable, and long-range program direction. Serving as a resource and providing guidance on addressing policy issues to program directors and staff during the regulatory planning and development process, the legislative planning process, enactment and implementation of new legislation, the development of reports to Congress, and the preparation of testimony and briefing materials for presentation before Congress. Preparing or assisting in the preparation of various policy related documents including letters, regulations, briefing materials, testimony, etc. Responding to inquiries from members of Congress and their staff to ensure the flow of information on a day-to-day basis between ACF and Congress on complex, sensitive policy and operational issues.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: GS-14 Level: You must have at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that include ALL of the following: Reviewing and analyzing federal agency legislation and regulations to develop policy options and alternatives addressing a myriad of complex and policy sensitive matters; Conducting legislative and policy reviews and analysis in the area of national social welfare policy; Utilizing a wide range of analytical and evaluative methods and techniques to provide expertise when reviewing and analyzing federal program legislation and regulations; Interpreting and utilizing authoritative knowledge of statutes, regulations, executive orders, OMB requirements, and Congressional rules associated with legislative policies and procedures; AND Reviewing Government Accountability Office (GAO) draft reports for implications on federal programs Documenting experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
