This position serves as a Program Analyst and assistant to the Director of the Office of Education and provides support in the development of new and existing educational programs which provide educators and students with tools, experiences, and opportunities to further their education and participation in unique USPTO learning experiences that enhance their knowledge of IP, innovation, and science, technology, engineering, and mathematics (STEM).

The physical worksite for this position is located in Alexandria, Virginia.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available here: Administrative and Management Series Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-07: the next lower grade level is a GS-05. Specialized experience includes: Experience assisting in coordinating conferences, workshops or training including travel and logistics planning. Experience gathering data from multiple sources and presenting findings in a clear and concise manner for program development, analysis, and business process improvement. GS-09: the next lower grade level is a GS-07. Specialized experience includes: Experience coordinating conferences, workshops or training including travel and logistics planning. Experience gathering data from multiple sources and presenting findings in a clear and concise manner for program development, analysis, and business process improvement Experience in the creation and editing of various organizational documents and presentations utilizing PowerPoint, Excel, Drupal, Word or equivalent programs. GS-11: the next lower grade level is a GS-09. Specialized experience includes: Experience leading the planning and coordination of conferences, workshops or training including travel and logistics planning. Experience in the creation and editing of various organizational documents and presentations utilizing PowerPoint, Excel, Drupal, Word or equivalent programs Experience gathering data from multiple sources and presenting findings in a clear and concise manner for program development, analysis, and business process improvement. Experience providing administrative and technical support in an organization in order to make recommendations for the overall effectiveness for program operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience under the following criteria.

GS-07

  • Completed one full year of graduate education; Or
  • Superior academic achievement.
  • Possess a combination of graduate level education and specialized experience that together meet 100% of the qualification requirements for this position.

GS-09

  • Master's or equivalent graduate degree; Or
  • 2 full years of progressively higher level graduate education leading to such a degree; Or
  • LL.B, LL.M., or J.D.,if related.

GS-11

  • Ph.D. or equivalent doctoral degree; or
  • 3 full years of progressively higher level graduate education leading to such a degree; or
  • LL.M., if related
