The position is located at the Department of Defense, Office of Inspector General, Human Capital Management, Employee Performance Management Division (EPMD). The incumbent of this position serves as Human Resources Specialist in the EPMD and is responsible for providing personnel advisory services and program management in the areas of workers compensation, payroll operations and benefits, leave and time and attendance.

Duties

Serves as program administrator for payroll, allowances, and entitlements Program (including overseas locations). Provides payroll liaison activities to a diverse, highly specialized population of civilian employees. Reviews and interprets a wide range of payroll law, policy, regulation, directives, and Defense Civilian Payroll System (DCPS) Payroll Office Advisory Releases regarding the DCPS Application System. Provides initial guidance to start benefits programs such as health benefits, open season programs, and life insurance benefits. Provides technical information regarding annual and sick leave accrued, within-grade increases and eligibility requirements for benefits. Reviews, verifies, and processes a variety of payroll and time and attendance data, impacting pay, electronic funds transfer (EFT) payroll deposits, Leave Donor Program, taxes, benefits, other deductions, and on the job injuries. Provides assistance to managers and employees on eligibility for programs and leave entitlement questions or problems. Provides in-depth technical information and guidance to employees to help them make informed decisions. Counsel employees on pay provisions during their initial period of incapacitation and the option of exercising buy back sick leave/annual leave used, pending receipt of initial compensation benefits or to enter a leave without pay status. Serves as the central processing point of traumatic and occupational injury claims originating within the DoDIG. Provides management advisory services about the status of the Federal Employees' Compensation Act (FECA) program.

Qualifications

Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: At the GS-11; One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience processing payroll, allowances, and entitlements (including overseas locations); processing traumatic and occupational injury claims and providing management advisory services about the status of the Federal Employees' Compensation Act (FECA) program. OR A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related. OR A combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 hours leading to a Ph.D.) At the GS-12; One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) or equivalent within the federal service. Specialized experience is defined as experience reviewing and analyzing system reports in the Defense Civilian Pay System (DCPS). Informing injured employees of their responsibilities under the FECA program by providing proper forms and procedures for filing claims for compensation; experience processing claims for compensation and leave buy-backs. At the GS-13; One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service. Specialized experience is defined as experience consulting with and advising management and employees on federal benefits, leave, time and attendance; Researching laws and regulations relating agency, and regulations, comptroller general decisions, pay schedules, and local directives in arriving at solutions to problems; Experience serving as the principal advisor to management officials on a full range of law, policies, regulations and practices within the realm of employee compensation and benefits; You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Education

Substitution of Education for Specialized Experience:

At the GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
