You will serve as a TELECOMMUNICATIONS SPECIALIST (SATCOM) in the Operations Department, Technical Control, SATCOM Teams Division of NAVAL COMP TELCOM AREA WESTPAC.

Duties

You will operate secure and non-secure voice circuits and ORDER WIRES between communications facilities and DSCS OC Satellite controllers. You will configure, operate, maintain, troubleshoot, and perform fault isolation and system backups for various SATCOM telecommunications equipment systems. You will use General Purpose Electronic Test Equipment (GPETE) and apply comprehensive technical knowledge of Satellite Communications methods and procedures to resolve complex communications connectivity issues. You will report the status of NCTS Guam SATCOM facility, transmission links, circuits and applicable communications electronics equipment in accordance with DISA reporting directives, locally established policy and procedures. You will conduct frequent system health checks to ensure all associated SATCOM communications-electronics equipment, supporting structures and ancillary systems are operating optimally. You will ensure all required reports, master station log entries and watch-to-watch inventories are completed and updated as required.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Must possess and maintain a valid driver's license.
  • You must obtain the required credentials within 6 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for CWF specialty area 411.
  • This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) in specialty area 411, and as a condition of employment, the incumbent of the position is required to maintain qualifications.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You must participate in a continuous learning (CL) program as described in SECNAV VIST 5239.20A and SECNAV M5239.2.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Operating secure and non-secure voice circuits between communications facilities and DSCS QC Satellite controllers. Configuring, operating, maintaining, troubleshooting, and performing fault isolation and system backups for SATCOM telecommunications equipment systems supporting SHF and EHF communications to include High Power Amplifiers (HPA's), up-converters, down-converters and cesium beams via the Control Monitor and Alarm (CMA) Mod 52. Reporting the status of transmission links, circuits and applicable communications electronics equipment in accordance with DISA reporting directives, locally established policy and procedures. This position is within the Work Category Technician and Admin Support at Work Level II, Series and Grade GG-09. Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology:

Master's or equivalent graduate degree.

2 full years of progressively higher level graduate education leading to such a degree.
or
LL.B. or J.D., if related.
