You will serve as a INVESTIGATOR in the Hotlines Investigation, Intake, Case Management and Congressional Inquiries Branch (IG61), Hotline, Military Whistleblower Reprisal (MWBR) Investigations and Congressional Inquiries Division (IG60) of OFFNAVINSGEN WASHINGTON DC.

Duties

You will serve as an investigator, conducting investigations, case mgmt, and electronic case mgmt duties in accordance with the DoD Hotline Program, to identify fraud, waste, mismanagement, military whistleblower reprisal (MWBR), etc. You will conduct and provide oversight of hotline investigations and ensures hotline contacts and complaints are referred/transferred to the responsible Command or investigator for examination and resolution. You will develop and implement investigative plans for gathering and analyzing information and evidence; develop plans for record reviews, and write thorough reports of investigation that fully addresses each complaint/allegation. You will oversee the operation of administrative investigations assigned to subordinate Echelon Commands into suspected violations of laws and regulations related to fraud, waste, mismanagement, and other improprieties. You will manage the assigned investigative caseload, monitor the timeliness and quality of investigations and reports, and review progress reports. You will perform information searches/record checks and ensure data entered into the IG case management system is accurate, timely, and complete. Prepares Office Needs Requests (ONR) for office supplies and transcription; upload signed documents into IG case management system, redact reports of investigations; and, draft correspondence, as required.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must successfully complete NAVINSGEN investigator certification.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of the concepts, principles, and techniques of investigative functions to lead or independently conduct hotline investigations; Experience analyzing complaints of fraud, waste, abuse, and mismanagement to determine possible violation of military, federal law, or regulations; Experience conducting interviews and interrogatories of witnesses and subjects of investigation; and Experience preparing reports of investigation that provide detailed and clear analysis and present persuasive conclusions. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using methods of data collection to elicit and respond to complaints and requests for information; Experience evaluating the accuracy, thoroughness, objectivity, and completeness of an investigation to prepare written reports; and Experience preparing clear, concise, and accurate written communications to document investigations, congressional inquiries, tasking letters, and complainant letters.
