Duties

Responsible for coordinating actions with counterparts within Army, Department of Defense, Department of Veteran Affairs, other federal agencies, state and local government officials and representatives of private industry contractors. Provide crisis intervention, making appropriate referrals. Assess Survivor's needs and refer Survivors to the appropriate agency. Assist in establishing local procedures for liaison and referral with appropriate local military and civilian health and human service agencies and military personnel agencies capable of assisting Survivors and their Families to receive assistance. Advise the commander on personnel, social and economic issues concerning family adjustment and challenges facing Survivors. Coordinate and maintain professional standards of service and ensure that the Survivor Outreach Services program functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service. Ensure standard operating procedures outlining program services, operations and procedures are in place in coordination with other organizations, state/local government, and private industry which have interfacing responsibilities and interests. Modify the Survivor Outreach Services program procedures by conducting studies to enhance effectiveness, quality and efficiency of services; ensure the delivery of services; and coordinate services from both the installation and civilian sector. Conduct research on service delivery methods. Develop and maintain metrics on service delivery and evaluate the quality of services. Identify needs of Survivor population and develops programs and identifies resources to meet those. Prepare the Survivor Outreach Services operating budget, estimates budget requirements and writes justification for operating and projected expenses such as supplies, training materials, equipment, office space, training, and other expenditures. Control and account for Survivor Outreach Services property, supplies and equipment. Prepare statements of work for contracted services. Manage the coordination of donations from corporations, community and veteran service organizations, and the American public to Survivors and their Families. Please limit your resume to 5 pages. Bachelor's degree (or higher degree) in behavioral or social science, or a degree in a related discipline appropriate to the position, such as Social Work, Psychology, Counseling, OR Sociology. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Evaluating the needs of survivors to develop programs and identify resources; 2) Providing crisis intervention; 3) Coordinating and conducting support groups and education for survivors; 4) Allocating program funds and monitoring expenditures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
