You will serve as an AIRPLANE PILOT (SURVEILLANCE) in the Office of Special Projects (OSP), Special Surveillance Team (SST), Aviation Unit of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. Duties

You will serve as the Pilot in Command (PIC) of a high performance/complex aircraft that has been modified to conduct aerial surveillance operations. You will provide airborne command and control coordination and direction to ground surveillance personnel relative to the targets activity and movements. You will provide clear, concise, accurate information to the aircrew and ground surveillance personnel maintaining visual contact with the target. You will conduct studies and analysis of the target, to include residence, work, travel, social, and business activities. You will identify indicators of possible espionage or hostile intelligence service involvement and ensure such indicators are properly recorded and reported to the case agent and senior management. You will disseminate surveillance information via reports, memorandums, and briefings to supervisory personnel and case agents as required. You will remain current with laws and regulations pertaining to airborne law enforcement operations and cognizant of the techniques and methodologies used by criminals to commit various types of crimes investigated by the NCIS. You will serve as a liaison with various military, law enforcement, and intelligence community activities to exchange information pertaining to airborne surveillance operations.

• Must possess and maintain a current valid United States motor vehicle operator’s license.
• Frequent scheduled and unscheduled travel and long working hours in a variety of environments is required.
• The incumbent of this position must possess a Federal Aviation Administration (FAA) issued Commercial Pilot’s or Airline Transport Pilot’s license with single and multi-engine land rating.
• At the time of initial appointment, candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with FAA regulations; both meet the intent of the requirement.

Qualifications

Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions. GS-13: I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as an AIRPLANE PILOT (SURVEILLANCE) planning and coordinating surveillance operations, providing airborne command and control coordination and direction to ground surveillance personnel, and providing direction on optimum placement of surveillance personnel and equipment. Education

GS-13: You must also have 1) Instrument rating. 2) 3000 hours total flight time in Airplane-Land Category. 3) 1500 hours total time in a mutli-engine Airplane Land. 4) 1500 hours total time in turbo prop airplane. 5) 1500 hours total time in make and model King Air 300. 6) 1000 hours total time cross country flying. 7) 250 hours total time night flying. 8) 250 hours total time simulated or actual instrumental flying. 9) 1000 hours total time in single engine airplane. 10) FAA first or second class medical.

Certificates and Ratings:
For all grade levels and specializations, candidates must possess a current Commercial Pilot Certificate or Air Transport Pilot certificate and rating; both meet the intent of the requirement. If an agency decides, for example, not to accept the military rating, the rationale for the decision should be based upon the requirements of the position and should be thoroughly described in agency operating material. For flight instructor positions, the FAA Flight Instructor Certificate rating is also required. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. For example, a position that involves flying a multi-engine airplane to various destinations under instrument flight rules would require the Commercial Pilot Certificate with the airplane, multi-engine, and instrument ratings. Positions that require flying or instructing in flying both airplanes and helicopters require a rating in both categories. Only those ratings necessary to perform the work are required.
Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate.
