About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Forces Headquarters - Cyber, Peterson Space Force Base, CO.

Duties

Provide defensive cyberspace assessments associated with operations planning to include activities with computer network exploitation and attack. Provide advice and assistance to Component Command during the planning of Cyber objectives to supporting plans, including Special Technical Operations. Present recommendations for Commander and Cyber leadership decision and/or implement identified deficiencies requiring adjustment to cyberspace policies and projects. Review standing contingency plans and supporting Cyber plans to prepare revisions, endorsements and updates for appropriate action. Review plans to identify implied commitment to align policies, plans and operation requirements to the mission objectives. Ensure full spectrum support is achieved for cyber planning and execution. Identify deficiencies requiring adjustments to cyberspace projects to improve the efficiencies of major processes. Coordinate requirements with staff, DoD Agencies, Service Components and the JFHQ-C, to develop policy, and to obtain plans needed for reference for execution of combined actions. Initiate actions with working groups to ensure mission execution, directives and orders to subordinate commands are in place. Plan exercises to integrate cyber exercise design across the command. Integrate Command capabilities with external capabilities of the mission and organization. Provide guidance for senior level working groups to address preparation of plans, planning strategy, and planning support documents. Deliver the appropriate effects across the entire spectrum of conflict to meet the Director's stated goals and objectives. Maintain consistency between future goals, program efficiencies, and status of accomplishments, process achievers, and costs, which are balanced against the Director's priorities. Develop cyber warfare briefings to support the mission.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Supervisory Probationary Period may be required.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 20% of the time.
  • This is a Mission-Essential (ME) position, and you will be expected to report to or remain at your worksite to perform essential duties regardless of weather conditions, emergency conditions, or dismissal or closure situations.
  • May be required to deploy to exercise or contingency locations to provide expert support, possibly for 30 days or longer.
  • Shift work, irregular tours of duty, and/or extended duty may be required.
  • This position requires Information Assurance Management Level III certification under DoD Directive 8570.1, Information Assurance Training, Certification, and Workforce Management.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by providing assessments supporting cyberspace operational requirements to develop recommendations; propose new concepts for cyberspace processes; and direct operational requirements as necessary between various levels of a command. Specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and (4) Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
