The incumbent performs the duties described for the full performance level position, but with closer supervision and guidance provided from the Chief Accountant and/or designee. Assignments in the beginning will be accompanied by detailed instructions and the work will be reviewed for technical accuracy and conformance to policies. As the incumbent's proficiency increases, the degree of supervisory controls over the position will gradually decrease. This is a developmental position.

Duties

This is a developmental position and the incumbent perform duties as described for the full performance level position, but with close supervision and guidance provided from the Chief Accountant and/or designee. Assignments in the beginning will be accompanied by detailed instructions, and the work will be reviewed for technical accuracy and conformance to policies. As the incumbent's proficiency increases, the degree of supervisory controls over the position will gradually decrease. The full scope of duties will not be assigned until the incumbent has demonstrated full performance and independence. The full performance level for this position is GS-06. The incumbent may be noncompetitively promoted to the next level when all the requirements are satisfied, including satisfactory performance and or when all qualifications requirements have been met. Duties include but not limited to: As Agent Cashier, incumbent is responsible for planning, staffing, directing, training all activities of the Unit, taking prompt action as necessary to modify and/or change existing practices with the objective of efficiency in operations and maintenance of work on a current and accurate basis in accordance with all existing laws and regulations. Determines the acceptability of payment documents and cash items, aided by knowledge of Treasury Department and Department of Veterans Affairs regulations. Must analyze work requirements and determine resources, equipment and other needs to efficiently and safely accomplish customer service assignments. Incumbent pays in cash certain designed classes of Fiscal vouchers, performing this disbursing function in accordance with authority delegated by the Treasury Department. Receives receipts, deposits and accounts for collections received. These include monies collected from temporary depository; individual patient deposits, institutional award payments, reimbursements and refunds from employees, commercial vendors, other government agencies and third parties. The incumbent receipts each individual collection on the proper accountable forms. Incumbent is required to balance accounts daily to assure that the disbursing fund and collections are properly accounted for. Is responsible for preventing access of unauthorized individuals to the Agent Cashier Office, and maintaining and practicing appropriate security measures. Handles large amounts of cash and balance daily. Accurately count money and pay vouchers appropriately. Apply funds to the appropriate fund and/or bill of collection. Complete actions to correct or prevent errors, delays or other complications occurring during Teller activities. Manage multiple priorities and responds to demands from several sources. Demonstrates initiative in the resolution of complex problems and contingency situations. Ensures timely accomplishment of assigned work. Independently processes different procedural and technical tasks pertaining to travel, Agent Cashier and other financial duties. Utilizes knowledge of rules, regulations and policies relating to travel, agent cashier and government accounting. Apply financial rules and regulations to disbursement, collections and safe guarding of funds. Advises internal and external customers regarding the proper interpretation and application of financial rules and regulations pertaining to cash payments and collections. Responsible for overall security and Agent Cashier Office and its contents, including but not limited to, keeping record of safe combination changes and ensuring supervisor is alerted when combination must be changed, ensuring only authorized personnel are in the office per VA regulations. Responds timely and efficiently to any customer requests. Treats customers in a courteous, tactful, and respectful manner. Provides customers with consistent information according to established policies and procedures. Other duties assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00am to 4:30pm Monday through Friday. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 06 position you must have served 52 weeks at the GS 05. For a GS 05 position you must have served 52 weeks at the GS 04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS 06: Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience includes but not limited to: A broad knowledge of a body financial management regulations, practices, procedures, and policies concerning the receipt, disbursement and accountability of funds; General knowledge of operational functions and procedures such as those related to the preparation of awards, rate changes, stop payments, etc. sufficient to process all kinds of collections and disbursements; A basic knowledge and understanding of established and standardized bookkeeping, accounting procedures and accounting techniques sufficient to handle the duties such as reconciliations of accounts, collections and disbursements of public funds and double entry recording of transactions; knowledge of office practices and procedures. This experience must be reflected by descriptions of your experience in your resume. Education: Education is NOT accepted at the GS 06 level. This means you cannot substitute education or use it in combination with specialized experience to qualify at the GS 06 level. GS 05: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Handling cash and other funds; collections; providing customer service via telephone and in person, preparing deposits; knowledge of computers and processing procedures; general office duties. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for the GS 05 grade level you must have four full academic years of successfully completed education above the high school level. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. For GS-5 level positions only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
