About the Position: Serve as the Installation prevention coordinator administering an installation-wide ASAP prevention and education program.

Duties

Diverse knowledge of alcohol and other drug abuse. Independently carries out program assignments in accordance with the plans, schedules, and direction provided by the supervisor. Prepare correspondence and reports to be submitted to higher headquarters. Serve as the Installation Prevention Coordinator administering an installation-wide Army Substance Abuse Program prevention and education program. Monitor and inspect soldier education to ensure technical competency in the subject matter areas of alcohol and drug abuse. Serve as the Employee Assistance Program Coordinator (EAPC). Conduct assessments of community needs. Conduct formal interviews to establish contact with and gain confidence of employees and supervisors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Newly hired EAPCs and current employees, IAW AR 600-85, Chap 9, Sec II, paragraph 9-5.c (1-5), must attain CEAP status through the Employee Assistance Certification Commission.

Qualifications

(1) Temporary Appointment NTE - Position may be filled as a temporary appointment NTE 2 years. Temporary appointments may be extended up to a maximum of three (5) years. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed NTE 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Current Department of Army Civilian Employees In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Army Substance Abuse Specialist (EAP/PC): A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position such as psychology, sociology, counseling or social work. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes developing and providing multi-session presentations to large groups, preparing reports which require analyzing data from multiple sources, and assisting with providing the education and prevention of an ASAP Program installation-wide. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Communications and MediaEducation and TrainingOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
