In this position you will serve as the senior technical professional engineer or key analyst, in the formulation of strategic techniques/resource plans for all matters pertaining to the test and evaluation (T &E) of Armament Munitions, Command, Control, Communications, Computers, and Intelligence mission areas.

For additional information on direct hire opportunities with the Air Force please click here. Participates in the development, implementation, and evaluation of strategic and investment planning. Systematically communicates and works closely with customers/users to incorporate their perspective in strategic and investment planning actions and to identify and understand T and E needs. Interacts with key TW personnel and customer/users in defining project, goals and objectives and in preparing a master plan for accomplishment. Responsible for planning, developing, and monitoring long-range strategic plans relative to the enhancement of the Gulf Range Complex. Maintains guidance related to test project management on behalf of 96 TW. Hosts working groups to collaborate with PE/PM community and communicate policy updates. Advises and makes recommendations to 96 TW leadership on test management processes. Provides technical guidance and assistance on test project management and related processes to Wing personnel. Supports Strategic Planning and resourcing efforts for the Wing. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.

  • Education requirements: Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely related scientific discipline is highly desired.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and overtime on an emergency basis.
  • The performance of duties of this position requires a full 4-year course in an accredited college or university leading to a Bachelor's degree in a computer science discipline. An advanced degree is preferred.
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DA WIA) requirements applicable to the duties of the position. Employee is expected to meet Continuing Acquisition Education requirements.

In order to qualify, you must meet the specialized experience requirements and education described in the Office of Personnel Management (OPM) Qualification Standards for Professional positions located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level GS-12 or equivalent in the Federal experience Specialized experiences would include determines requirements and direct required analyses to support long range planning activities associated with AM and C2 related T and E total facilities, resources, and technologies. Formulates, develops, and correlates planning objectives, originating from new concepts, and techniques pertinent to technological forecasting and development of test planning and test investment strategies. Arranges for, maintains, and utilizes technical focal points in DoD test and support organizations to work test investment planning requirements. Knowledge, Skills and Abilities: Professional knowledge of electronics engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture; a broad range of engineering standards, methods, practices, and techniques and knowledge of Strategic plans formulation and development. Knowledge of standard contracting regulations, practices, and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds as they apply to Investment policy and investment venues (TIPP/I&M, CTEIP, MILCON, SBIR, etc.). Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. Knowledge of program planning and budgeting cycles, financial control and budget systems, and management; and of environmental principles, practices, procedures, laws, regulations, and current legislative issues. Ability to develop, schedule and execute strategic and investment plans for T &E infrastructure and capability to plan, conduct, research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions; plan and organize work and coordinate with other engineering disciplines and architects; and to communicate effectively both orally and in writing and maintain good working relations. Knowledge of a broad range of engineering or operations research analysis techniques and possession of analytical abilities. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. Skill to negotiate and/or defend findings and program support concepts. Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques. Position specific skills and experience desired in a potential candidate: 2 years test experience desired Ability to solve complex problems independently, or in a team, and work multiple projects at once desired Proficient oral and written communication skills required Program/Project Engineering experience, or related skills, required

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
