About the Position: As the Program and Budget Officer for the Military District of Washington (MDW), responsible for the total program and budget execution to support missions, overall operations and major national substantive programs or projects. Serves as the expert technical authority and consultant to the Director and Deputy Director of Resource Management, and senior managers on all program and budget activities.

Duties

Develop and provide instructions, planning factors, cost analysis, and program and budget policy guidance to managers for developing organizational and substantive program budgets throughout the command. Evaluate the effect of program changes on the budget execution process. Analyzes productivity, workload and program accomplishments. Justifies and defends Command resource requirements to Command leadership. Determine the propriety and cost effectiveness of funding requests. Recommends reprogramming actions or alternative funding methods when required to meet the Command's short- and long-term goals. Responsible for the preparation and analysis of a variety of General Fund Enterprise Business System (GFEBS) reports covering the status of funds, commitments, expenses, payroll and obligations. Conduct special studies, analyzes data trends, develops projections of program funding requirements, and recommends and implements resource management strategies and actions for meeting program requirements.
