This is a temporary appointment not to exceed 5 years. This position is open to those within BLM and within the local commuting area.

Duties

Reviews applications for accuracy and completeness and processes a full range of lands cases including Applications for Permit to Drill. Applies appropriate laws and policies for lands cases. Prepares correspondence requesting additional information and makes decisions concerning an application and ensures compliance with pertinent regulations. Determines whether applicant is eligible to acquire interests; verifies acreage and land descriptions; and prepares notices of decision. Processes relinquishments, assignments, renewals, proofs of construction; administrative charges and rental fees paid in connection with the grants. Determines appropriate bonding requirements. Responsible for processing annual Rental bills. Research BLM and other land records to determine land ownership, types of ownership, rights, encumbrances, withdrawals, restrictions, and other land status for case processing or public inquiries. Utilizes data, systems and applications to collect, enter, manipulate, update and maintain data according to prescribed Bureau and program standards. Ensures data quality and integrity by adherence to quality control standards and procedures.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-07: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: Basic knowledge of the examination, contents, and processing of quasi-legal or legal documents. Ability to do legal research. Ability to interpret laws and information. Ability to collect, verify and analyze information. Knowledge of federal regulations, policies, and procedures. Experience utilizing computer equipment and software applications to input, manipulate, update, and maintain data and request reports. Ability to communicate effectively both orally and in writing, to deal with a variety of individuals and to prepare reports, correspondence, and written material. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However, employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Physical Demands: The work is predominantly sedentary although there is some walking, stooping, and bending involved when searching for records. Work Environment: The work is performed in an office environment.

Undergraduate and Graduate Education:

For GS-7:
Applicants can qualify for GS-7 based on graduate education (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. Applicants who qualify for GS-7 based on the superior academic achievement provision must have had at least 12 semester hours of course work related to the administration of land laws.

Experience
Specialized Experience (for positions above GS-5): Experience in or directly related to examination or adjudication of cases involving laws and regulations dealing with lands and resources. Examples of qualifying specialized experience include:
  • Adjudication or examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use, and resolving conflicts arising from use.
  • General practice of law that included substantial involvement in examinations of titles or other legal transactions involving acquisition, lease, or disposal of land.
  • Title searching, abstracting, or interpreting land records, survey plats, or tract indexes and books, provided the work demonstrated an understanding of the laws, regulations, and policies associated with land management programs.
  • Work as a land appraiser that involved appraisal of undeveloped or marginal type land.
