This position is in the the Bureau of Global Health Security and Diplomacy (GHSD), Program Impact Monitoring and Epidemiology (PRIME) office. The International Economist conducts cost benefit/effectiveness analyses of US President's Emergency Plan for AIDS Relief (PEPFAR) HIV/AIDS prevention programs, analyses of the cost of care and treatment services, and systematic assessments on the outcomes of HIV/AIDS programs.

Duties

Identifies and recommends priorities for highly complex HIV/AIDS economic evaluations, cost-benefit/effectiveness studies, and cost utility analyses. Identifies and recommends policy assessments of HIV/AIDS prevention and control activities. Analyzes and interprets findings from searches to determine validity and relevance of studies to the current HIV/AIDS health services questions. Collaborates with program managers, other scientists, public health experts, and a variety of individuals and organizations to ensure the quality of PEPFAR interventions and determine their effects in the context of economic methods and analyses. Prepares and presents oral presentations for seminars, professional meetings, and national and international HIV/AIDS and public health conferences. Participates in the dissemination of research findings and translation of research findings

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must meet ONE of the required basic entry qualification requirements described below: BASIC REQUIREMENTS: Have an undergraduate or graduate degree from an accredited college or university in economics, that INCLUDED at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR Have a combination of education and experience where my coursework was equivalent to a major in economics, (as shown in above), PLUS appropriate relevant experience OR additional education. Examples of qualifying experience include: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. Note: All applicants MUST submit transcripts as verification of educational requirement by the closing date of this announcement. IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience contributing to development and/or completion of data collection tools for the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) to determine resource allocation.  Experience leading technical meetings on HIV programs including government and non-governmental entities. Experience analyzing cost-benefit and/or effectiveness studies of HIV/AIDS prevention and control programs.
