This position is located in the Office of the Executive Director, Bureau of Global Health Security and Diplomacy (GHSD), Department of State, located in Washington D.C.  You will be responsible for overseeing and directing a broad range of Human Resources (HR) programs for both Civil Service and Foreign Service personnel, with a particular focus on staffing, classification, position management, consultative, operational and policy advice and services.  

Duties

Serves as a human resources expert evaluating and providing comprehensive advisory and technical services in human resource matters such as staffing, position classification, performance management, employee relations and other HR activities. Provides expert advice and guidance to Bureau personnel, explaining applicable regulations and policies, to include succession planning, recruitment and placement, selection procedures, and alternative workforce structuring. Develops approaches to interpret, evaluate, and implement new or modified instructions affecting HR programs. Integrates information and develops, interprets, analyzes, and produces written products and reports. Serves as a team leader, assists the executive leadership with establishing and maintaining a successful work environment with promoting a workplace that fosters merit, career development and opportunity, equity and fairness, and succession planning. Leads a team that provides consultative service in the core HR functions specifically staffing/recruitment. Performs a key role in rendering technical expert advisory service and authoritative policy interpretations on highly complex HR matters.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., staffing and placement, employee relations, classification, performance management, position management and HR development). -Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach. -Experience planning, coordinating and developing Human Resources policy goals, objectives and activities.   -Experience conducting comprehensive analysis and evaluation of Human Resources programs and operations to assist with improving the effectiveness and efficiency of human resources management products and services.  There is no substitute of education for specialized experience for the GS-14 position.
