About the Position: Serve as an Air Traffic Control Specialist responsible for the safe, orderly, and expeditious flow of aircraft at a Level III facility within an approximate 50-mile radius of Fork Polk, LA. This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date. Duties

This is a developmental position being filled at the GS-11 or 12 Levels. The full performance GS-12 level of this position entails the following duties: Provide control instructions, air traffic separation, arrival and departure services to multiple airports, and flight assistance to aircrafts operating under Visual and instrument flight rules. Perform Radar Controller functions assuring the vertical, longitudinal, or lateral separation of aircraft traveling assigned airspace sectors. Utilize Standard Terminal Automated Replacement System, Flight Data Input and Output, Precision Approach Radar, Navigational Aids, aircraft transponder, primary radar, and radio and telephone communications. Perform Tower Controller functions responsible for sequencing, spacing, and issuing clearances and control instructions to aircraft operating in the Class D airspace. Utilize Visual, Special and Instrument Visual Flight Rules to effect separation between arriving and departing air traffic.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • You must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • This position requires you to meet and maintain personal physical fitness and medical qualification standards in accordance with AR 40-501 and AR 40-8 pertaining to Air Traffic Control.
  • FAA Medical Certification used as pre-requisite for employment cannot serve as deployment qualification standards.
  • The duties of this position require you to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position is an Inclement Weather Essential position and you will make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
  • This position requires you to support the Facility Training Program and to be involved with one-on-one on the job training.
  • This position requires the completion of a Class IV aviation flight pre-employment physical examination and an annual examination thereafter.
  • To ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires you to possess or obtain and maintain Facility Ratings within uniformly applicable time limits in accordance with AR 95-2 Air Traffic Control, Airfield/Heliport, and Airspace Operations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-12 level: Specialized Experience: One year of specialized experience which includes Experience formulating and issuing rapid and precise air traffic control instructions; Experience directing aircraft movement in flight and on runways or taxiways; and Experience controlling takeoff and landing of military or civilian aircraft utilizing a radar approach control facility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. In addition to meeting the specialized experience requirement above, applicants must be a graduate of a Department of Defense component or Federal Aviation Administration approved formal Air Traffic Controller school and possess Air Traffic Control Specialist or Control Tower Operator certifications. GS-12 Level: Applicants who have held a General Schedule (GS) position within in the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Maximum Entry Age (MEA) The MEA for Air Traffic Controller is 36. Applicants not appointed by the last day of the month in which that individual reaches their 36th birthday shall not be appointed or assigned to these positions. Maximum Re-entry Age An employee who previously served on a covered position may be rehired past the MEA as long as he/she meets the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as an Air Traffic Controller by the last day of the month in which they become 56. The employee's current age is compared to the calculated maximum re-entry age to determine if he/she can be rehired into the covered position. Waivers to Maximum Entry Age MEA may be waived, but only under specific circumstances and only if approved by the authorized entity: Waivers to MEA for Air Traffic Controllers must be approved by local Command. However, any individual who has reached the mandatory separation age (56) is not eligible for employment or reemployment as an Air Traffic Controller.
