You will serve as a Supervisory Project Manager in the Northwest Regional Maintenance Center (NWRMC) Code 101 of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Everett, Washington.

Duties

You will develop and execute standardized maintenance and modernization processes, institute common policies, and oversee contracted maintenance to provide cost-effective readiness to the Navy's surface ship fleets. You will supervise through subordinates for 3rd party planner funding for the advance planning and planning phrases of Chief of Naval Operations (CNO) and Continuous Maintenance (CMAV) availabilities. You will conduct personnel performance reviews, assign tasks, and determine deadlines. You will accept and review work requests from Type Commanders to assure no unauthorized repairs. You will resolve problems that affect the end-cost, quality, schedule and performance of the assigned availability or contract by focusing management attention on problems and directing corrective action during planning. You will determine and assign work schedules and proper time requirements with cognizant authority. You will develop long range plans for accomplishment or current and projected workload schedules.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Production, Quality and Manufacturing, Level II. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to perform occasional sea duty.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, executing, and coordinating assigned programs, projects, or contracts and reviewing contractor quality performance for the repair, maintenance, or overhaul of ships.
