This position is located within the Office of the Chief Information Officer (OCIO), Cybersecurity Division (CSD). This position reports to the Chief Information Security Officer (CISO) in the delivery of agency-wide IT cybersecurity operations. The incumbent serves as the Branch Chief, Cybersecurity Operations to research, evaluate, develop, and maintain OCIO's Cybersecurity Program.

Duties

Serve as Branch Chief responsible for a wide range of complex assignments and projects relative to information systems and cybersecurity maters Develops and implements policies, plans and procedures to ensure the continued reliability, security and accessibility of systems, network and data infrastructure Identify plans for short, intermediate, and long-term actions required to maintain an effective cybersecurity program and substantially participate in the development of DOI-wide cybersecurity strategy Serve as an expert for OCIO’s Cybersecurity Division on federal government and industry committees, groups, and task forces Interpret government-wide cybersecurity guidance as a means to establish standards, policies and guidelines to ensure appropriate application, implementation and compatibility

In addition to the specialized experience listed below, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: Applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves extensive experience interpreting government-wide cybersecurity guidance and directives, and establishing standards, policies, procedures, and guidelines to ensure appropriate design, implementation, compatibility, and compliance; knowledge of the Department of Homeland Security's (DHS) Continuous Diagnostics and Mitigation (CDM) program to monitor and manage the threat of cybersecurity vulnerabilities; collecting, reviewing interpreting, evaluating and integrating information from multiple sources to identify intelligence gaps in support of operational programs; performing investigatory analyses to identify significant trends, triage, alerts and mitigation strategies for cybersecurity threats; experience interfacing with internal and external organizations (including federal agencies), to coordinate and collaborate on cybersecurity intelligence activities.
