This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Garrison Resource Management Officer for a medium or large multi-mission military installation.

Duties

Has authority and responsibility to direct, coordinate, and provide advice and assistance to the Deputy to the Garrison Commander and staff for resource management activities. Exercise authority in carrying out responsibility for the directorate mission referring to the commander only those issues involving significant policy concerns or where program or project issues require substantial deviation from general procedures. Serve as principal advisor and technical expert to the commander and key staff members on financial management activities. Provide oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, Internal Management Controls, civilian pay issues, installation bank and credit union activities, and budget and program matters. Advise, justify, defend and brief resource strategy and status to Deputy to the Garrison Commander, Regional Office, and other senior leaders. Identify and evaluate current and long-range program requirements, develop overall and fiscal year program plans and program emphasis, and conducts actual programming, or approving programming proposed by subordinates. Provide leadership, direction, and coordination of Garrison resource management programs and activities. Plan, direct, and evaluate the work of administrative, technical, and clerical employees engaged in these functions. Establish and implement policies on administration and personnel management and training and utilization.

  • Required to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required
  • Financial Management Level 3 Certification required in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
