Duties

DUTY 1: Conducts development and implementation analysis of immediate, near term, and emerging mission requirements for AFR personnel and/or equipment assigned or attached to Air Force, Combat Support Agencies (CSAs), and NDFDAs engaged in sensitive activities. DUTY 2: Conducts complex research, evaluation, fusion and dissemination of multi-source information from one or more disciplines to satisfy a broad range of customer requirements. DUTY 3: Establishes and maintains a wide range of liaison contacts within the national intelligence and military service Communities within the DoD, NDFDAs and the private sector. DUTY 4: Evaluates, develops, presents, and interprets policies, programs, standards, and procedures to meet mission requirements and ensure security of classified information.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include specialized experience in knowledge of effective communication techniques and staff processes that foster cooperation among a diverse population of senior military and civilian government officials. Knowledge of unique intelligence and operational requirements for each mission set assigned to AFRC sensitive activities. Knowledge regarding how to develop, oversee, staff, and execute actions tailored to the unique intelligence and operational requirements of the Air Force Reserves. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; and the organization, roles, missions, and capabilities of the Air Force Reserves. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the US government intelligence community, Joint, and DoD doctrine, structure, organizations, and mission/functions, inter-relationships and operations including the organization, roles, missions, and capabilities of the Air Force Reserve. 2. Knowledge of federal laws, executive orders, instructions, directives, principles and practices governing sensitive activities. 3. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analysis of complex information/situations attained from multiple sources, and the development of concrete action plans to solve problems and negotiate resolutions. 4. Skill in leveraging the resources of defense programs to provide direct support to the planning and execution of AFRC operations and sensitive activities. 5. Skill and ability to communicate effectively with others, both orally and in writing; produce clear and precise products and deliver briefings for senior level decision making purposes; develop and maintain professional working relationships contributing to a cooperative work environment and successful accomplishment of the mission. 6. Ability to handle, protect and maintain control of classified information, to include TS/SCI/SAP; to quickly assimilate disparate data and render accurate assessments of the implications of such information under conditions of urgency and pressure. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program as a presumptive position identified by general criteria and specific occupational series/codes. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in testing designated positions presents a clear threat to public safety and/or the mission of the Air Force and national security. Overtime may be required as workload demands to support emergencies or crisis planning. Incumbent may be required to be available for other than normal duty hours to include periodic shift work and/or on weekends. Employee is subject to recall outside of normal duty hours with little or no advance notice.
