This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Security and Drug and Alcohol Testing Div. The incumbent will serve as the Branch Chief for the Drug & Alcohol Testing Branch, will oversee the work of subordinates and advise staff regarding policies, procedures, and directives of higher-level management.

Duties

Manages internal and external agency Drug and Alcohol Testing programs and related services. In conjunction with other Section Chief(s) provides leadership and oversight to Branch for assigned collection and agency program management activities. Responsible for managing all aspects of assigned customer drug and alcohol testing programs and special projects. Serves as a member of various project teams external to the Division that impact business processes, operations, systems, or services. - Develops, coordinates and/or delivers training; provides briefings and presentations; develops standard operating procedures that lead other towards the successful accomplishment of projects and services. Establishes, develops, and maintains effective working relationships with customers and other drug testing personnel. Serves as Contractor Officer Representative (COR) working with Contractor Officer to coordinate and identify requirements to solicit and award contracts to monitor performance to meet internal and external drug testing customer needs.

Qualifications

At the GS-14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Appling the Federal Government's Drug-Free Workplace Program (Executive Order 12564) and the Omnibus Transportation Employee Testing Act of 1991; supervising subordinate supervisors and leading a team of functional specialist and assistants; providing customer support and working with customers to assess needs and to help resolve security and credential related subjects; developing, preparing, and presenting drug testing related materials for acquisition of drug testing related services; leading projects in the assessment of customer needs and program requirements; and experience with contracting and acquisition processes, policies and regulations in order to solicit, monitor and track contractor/vendor performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
